As one of the last soft sites left in Lower Manhattan, Hell's Kitchen is now slated for a wave of development that may include the growth of the Central Business District and expansion of the Jacob Javitts Convention Center. As a preemptive measure the Hell's Kitchen Neighborhood Association and the Design Trust for Public Space gathered several teams in 1998 for a summer long charrette to explore alternative development strategies to those being developed by the city planning department. The NeoPolitan Plan essentially proposes a diverse "menu" of programs and scales of development that would allow for a broader group of stakeholders to participate in the revitalization of Hell's Kitchen.
